In Tallahassee the Republican backed general spending bill proposing a 1050 dollar teacher raise in installments was rejected 27 to 19 after hours of debate. Democrats accused Republicans of fiscal fiction while pushing a 1.3 billion plan with no teacher raises.
Rep. L. Campbell of DeFuniak Springs introduces a bill in the Florida House requiring Okaloosa County public board meeting minutes to be printed monthly in newspapers along with annual financial statements. Excludes municipalities. a county referendum would authorize newspaper printing bids and agencies would cover publishing costs. Violations could become a misdemeanor.
In Geneva the United States and major trading nations reached a Kennedy Round agreement on tariff cuts and trade promotion. Concessions cover about 10 billion dollars of annual world trade with a 33 to 33 percent average reduction for many items, a new $1.73 a bushel minimum grain price, and an antidumping accord.
About 20 000 residents have not bought license tags with a Saturday noon deadline for offices to close. Tax Collector Buck Stokes says 25 000 tags were sold by yesterday morning. Purchases available at Island Authority building Fort Walton Beach County Court License Crestview and City Hall. The peak single day sales hit 1500 at Island Authority on day one.
Secretary Robert C. Weaver announced the certification of Fort Walton Beach Workable Program for Community Improvement enabling access to federal loans grants and insurance for urban renewal and private redevelopment. In South Vietnam northern provinces, Communist forces mauled American paratroopers and fired a heavy mortar barrage on a U S military compound near Tlue. The U S command reports at least 29 Americans killed and 142 wounded, with 16 paratroopers killed and 70 wounded from the 1st Airborne Division in two days of fighting.
A Florida grand jury found Washington County Hospital largely healthy after a probe begun in April. It rebuked a trustee letter accusing staff of denying emergency care to expectant mothers and found the Roulac incident misrepresented. The report outlined three phases covering the incident, the hospital plant, and finances with staffing concerns noted.

The worst damage struck near the Virginia North Carolina border where a Byrdsville area resident was in critical condition. Utilities and weather officials warned the toll could rise as damage runs into thousands of dollars.
Acqua Marler of Destin and two passengers faced a drowning near Okaloosa Island as high waves battered a 24 foot boat. The Lady M led by Captain Buck hauled the craft to safety after a nightlong rescue by deputies Ward and Williams. Nenpeh To FhYs, 67, was found drowned in Destin Pass on Saturday, a Fort Walton Beach resident.
