State senators amended a proposed September referendum on Gov. Reubin Askew’s corporate tax plan after a bomb scare emptied the Capitol. The scare, later deemed a hoax, caused postponement as lawmakers prepared to vote on the measure.
In an 86-18 decision the Florida House approved a 3 percent severance tax on minerals, rising to 4 and then 5 percent by 1975, with a 20 percent credit for reclamation. The measure aims to restore the “lunar landscape” of the Central Florida phosphate belt, generating about 2.4 million dollars annually despite industry opposition.

Corrections Commissioner Mark Luttrell said James Earl Ray broke from his Brushy Mountain State Prison cell at night but the bid was foiled. Guards recaptured him in the maximum security complex after Ray, using a wig and a vent, tried to escape. War den Robert Moore credited with stopping the attempt.
