Georgia voters elected forty delegates and thirty alternates to the Democratic National Convention via district caucuses for the first time, with thirteen delegates and seven alternates to be chosen at a statewide convention within thirty days. Rep. Julian Bond called the process moonlike compared with prior methods.
Governor Reubin Askew, busy with a busing straw vote, pushes for a five level court reorganization while facing opposition from city judges and some county officials. He cites strong support from the Florida judiciary and bar groups for the plan.
Secretary of State Richard B. Stone predicted a record turnout of about 70 percent for Florida's upcoming primary. He cited voters requesting absentee ballots and registration momentum, noting candidates on the ballot and issues such as busing and school prayer as drivers. He said Wallace's entry could boost interest, with 11 Democrats and 3 Republicans seeking the presidency.
In Northern Ireland the first day of a 72 hour IRA truce saw snipers fire on British troops and a landmine damage an army vehicle. Police blocked most of about 6 000 Roman Catholic demonstrators from gathering at Magilligan to protest internment while some joined a rally led by Bernadette Devlin. The crowd dispersed peacefully and an army Land Rover was lightly damaged by a landmine.
UPI reports Florida Attorney General Robert Shevin ruled that state employees may participate in political campaigns as long as they do not coerce coworkers or misuse official authority. Passive expressions during work hours are allowed if they do not hinder duties. The opinion was issued for University of Florida President Stephen O Connell.
In Visalia California police arrested Leslie Hughes 20, a coin shop manager, as the fourth suspect in the kidnapping of 9 year old Michelle Wiebe for 300000 dollars. Police chief Ray Morsyth said the case remains open as David T Fox 35 and Robert C Highfield 35 were arrested Friday with an unnamed juvenile.
The Arab League in Cairo denounces U S arms shipments to Israel and calls for a united front. Syrian President Assad and Libyan leader Khadafy join Egyptian President Sadat in Cairo as they discuss joint strategy. Rabin says no major moves in Middle East until after Nixon's Moscow summit in May.
Airman Maurice Williams was found guilty by a 10 member court mar trial and sentenced to 20 years hard labor with a dishonorable discharge for his role in the Aug 29 shooting death of Sgt Alfred L Lincoln at Dyess Air Force Base. Three other defendants await trial with dates not set.
Washington reports Senate Democratic leader Mike Mansfield would like to see Spiro Agnew out of office this year. He praises Agnew's drive but says the vice president may not be central to his party's future. Mansfield notes Reubin Askew has been a leading contender for the Democratic nomination.
The Florida House approved a 1.65 billion appropriations bill cutting 9 million from Gov. Askew's 25 million request for a new capitol and adding a 50 million state employee benefit package. Senate expected to reject and send to conference. Key disputes include capitol funding, city aid, and school funding differentials.
