Five candidates qualified for two of the three council groups in Niceville July municipal elections to elect three council members under a new state law. Group three contenders are Lt. Col. (ret.) Charles E. Keenan Jr. and Robert G. McKinley for the seat vacated by Cecil Blackwell. group five candidates are Mrs. Virginia (Mrs. Silas T.) Phillips and Randall R. Wise for the seat vacated by Carson Peters. No one qualified for group one. Election rules push top two vote-getters in each group to a second July vote. terms begin after the second election.
