The fund, since 1956, has provided about 5.5 billion annually from a 4 cent per gallon gas tax for interstate construction and would face opposition from highway advocates if redirected from road networks.
Premier Kosygin condemned Nixon's approach to Indochina in a Moscow speech on the eve of the Supreme Soviet election. Eglin Air Force Base in Florida will host a joint training exercise starting today at 8 a.m. with about 1,100 forces from the 82nd Airborne Division and other units.
