In Hong Kong harbor the 83,000 ton former Queen Elizabeth, now Seawise University, lay upside down after a 24 hour blaze. Last captain Commodore Geoffrey Marr charged the fire was likely sabotage, as authorities pursue the cause and assess salvage.
The Fort Walton Beach City Council preliminarily approves more than 27000 in improvements to the Indian Temple Mound Museum reallocated from the Neighborhood Development Program. The plan makes the museum a city project funded by the general fund.
Marcus Wayne Ratledge, 24, of East Point, captured after exchanging gunfire with a resident in southwest Atlanta. He faces 12 counts including a Forsyth County detainer for the double murder of Forsyth County Chief Deputy James Cantrell and special deputy Larry Muikey. The two deputies were found shot in the trunk of a patrol car. another suspect remains at large. Ratledge was treated for buckshot wounds at Grady Memorial Hospital and jailed in Atlanta awaiting transfer.
Fort Walton Beach man James R. Kinsaul 271 Beachview Dr was charged with disorderly conduct for an alleged act of setting his house afire Sunday neighbors reported seeing gasoline poured on the residence. Firemen arrived to find the fire extinguished with no damage reported. He was held on Sunday night and released on a $56 bond Monday morning. Investigating officers were Sgt. Phil Irish and Patrolman Eddie Rodgers.
Valparaiso residents approved extending the city sewer to Plat Six south of Tom's Bayou in a Monday vote. The plan costs the city 11000 for installations serving 11 property owners with a 300 tap-on fee and shared connection costs. Paving south Bayshore Drive to Florida Avenue proceeds, with completion by spring and paving by mid summer. Mayor Arnold said Rupert Miller will stay on the Okaloosa County Gas District Board through 1973. The commission also awarded Unlimited Services of America a two year contract for city litter containers.
Leon County Sheriff Ray Hamlin says deputy John W. Levins is being held in an Ocilla Georgia shooting case ruled self defense. Levins and his wife visited his sister in law when her ex husband Jack Griffin allegedly threatened to kill everyone. Levins and his 16 year old niece were home when Griffin arrived and the incident occurred.
In Atlanta Sen. Vance Hartke of Indiana outlined a self acting withdrawal plan tied to POW releases. He argued the U S has lost bargaining power and opposed further Vietnam escalation until POWs are freed. He entered the Pennsylvania primary and Florida campaign, predicting wins and a challenge to George Wallace.
Police report a theft spree involving vehicle break-ins. About 23 hard rock eight track tapes valued at 130 dollars stolen from Dean Beckman, 18, entry gained via vent window. Two bicycles stolen from Joe Dahm, 323 Smith Dr, a Spider model bike 50 dollars and a 24 inch blue Sears bike 40 dollars from Mrs. Earl Vickers, 20 Temple Ave, near Fort Walton Beach High School.
The Fort Walton Beach City Council deferred a ruling on an access road to the Extendicare Hospital site. Attorneys for Extendicare, Erwin Fleet and Fred Estergren, will convene with doctors this Wednesday night to gauge annexation reactions. The council discussed conditions for dedicating a 50 foot right of way and potential city services if Extendicare joins. The hospital is planned to begin by January 20 with a quick claim deed request for the land.
The Fort Walton Beach City Council moved to hold a meeting with the Okaloosa Island Authority and Cinco Bayou officials to discuss fire protection and an ordinance limiting aid outside city limits. They cite rising costs in the Fire Division and inflation as factors behind seeking a cost saving measure.

A congressional staff study estimates direct and indirect government subsidies total at least 63 billion dollars per year. The figure equates to about 308 dollars per person and accounts for roughly a quarter of annual federal spending. The report notes subsidies include tax breaks and farm payments and warn the system remains largely unexamined and uncontrollable. Senator William Proxmire criticizes the lack of economic benefit analysis and ongoing growth of the programs.
