In August 204 permits issued, 205 in July, with year to date totals up from 1975 and a 79 percent rise in construction. TARS Chapter Planned by Collin County Teens
Collin County Association of Retarded Citizens plans a Plano TARS chapter to involve teens 13 to 23 in activities and friendship for mentally retarded youths. First meeting is tomorrow at 10 a.m. at the Texas Power and Light building. Members undergo a 10 hour orientation and may explore careers in special education, psychology and social work.

Vandals Kill Maim Animals At Plano Farm
A southwest Plano barn was broken into on Wednesday night with unknown assailants killing chinchillas and pigeons using a BB gun. Eighteen adult and forty baby chinchillas valued at 2900 dollars were stolen, and the barn was partially destroyed. The incident follows a pattern of prior break-ins at the same barn including a blinded horse and other animal deaths. Police logged 65 calls for assistance, and investigated two accidents along with burglaries and runaways. Michael Barnes sustained minor injuries in a separate crash at Silverstone intersection.
