County slow to back new court of law plan

The Texas Legislature can again push a new state constitution. After a 1974 constitutional convention rejected a drafted charter, the House Constitutional Revision Committee voted 11 to 4 to resurrect the charter and forward it to the full House as a joint resolution requiring a two thirds vote.
