Secretary of the Navy J William Middendorf said the United States will spend more to rebuild its Navy as the Soviet Union expands ship construction and submarines. He noted last year’s Soviet expenditure rose by about ninety percent and their submarine fleet is larger.
President Nixon testified in a $3 million Halperin suit that Kissinger chose whom to tap to trace leaks, saying Hoover provided names or Kissinger supplied them. Nixon, 63, spoke for about seven hours at his San Clemente home on January 15. the remarks were released Wednesday. Halperin accuses Kissinger of ordering taps on his home line for about 21 months over leaks to newspapers.
The Dallas Symphony Orchestra performed two programs for Plano Independent School District fifth graders at Williams High School auditorium. Louis Lane directed as over 1300 students watched woodwind demonstrations and heard Russian and American works.
A five year analysis shows purchasing power of the dollar in Collin County eroded by more than 20 cents while taxes and Social Security contributions rose. To maintain 1970 living standards a family earning 6500 would need 9100, 8500 to 11900, 10000 to 14000, and 15000 to 21000, yet local incomes rose to 14250 by 1975 offsetting some inflation.

The event runs Monday and Tuesday 3 to 8 p.m. at the First United Methodist Church with nursery care for donors.
Police reported light activity on Tuesday with one assault case. A minister described a juvenile throwing bricks at him and his car after he admonished profane language in front of a woman at a convenience store. Two burglaries and a bicycle theft were logged, with 30 calls for assistance and two licensing arrests. A 1966 Cadillac driven by Tina Renee Barton and a 1971 Ford driven by James Michael Williams collided at Parker and Alma. In Plano High School lot a 1968 Buick and a 1969 Pontiac collided. A 1972 Chevrolet driven by Dorothy Walker Dickson hit a 1965 Chevrolet driven by Bonnie Belisle Yancy on 18th Street near Avenue L.
A top agriculture official said American grain exports to the Soviet Union could reach 18 to 19.3 million tons in the 15 month span from last July through Sept. 30. Assistant Secretary Richard Bell noted drought hurts 1976 winter wheat prospects but forecasts continued strong exports into 1977, with potential purchases of 2 to 3 million tons of corn and 2 to 3 million tons of 1976 wheat.
The College Placement Council reports fewer offers for bachelor degree candidates this year compared with 1974-75. Offers are down 16 percent for bachelors, 25 percent for masters, and 32 percent for doctorates across 159 colleges. An improvement over January, final survey due in July. Undergraduate women gain 27 percent more offers, and women at the master level see a 36 percent rise.
