Bicycle safety ordinance faces rider protests in New Jersey

The city council adopted a rule requiring bicycle riders to ring bells or whistle when approaching pedestrians and vehicles at night. Wheelmen dispute the provision as unconstitutional and confusing, urging broader inclusion of carriage traffic and night lighting. Legally, state law permits such regulations to protect public safety, and city leaders seek redress only if proven harmful. Local wheelmen group leaders consider court action if needed, while editors urge calm and lawful demonstration.
