Confession Claims Corruption Rotted New York Police
Maximilian F. Schmittberger, captain of police, testified before the Lexow committee that the entire New York police system was rotten to the core except for Superintendent Byrnes and a few others. He detailed payoffs from policy shops, poolrooms, and promotions, naming several inspectors and officials. His immunity deal followed prior refusals to testify, and the room reacted with shock and suppressed anger as officials discussed his claims.
