McCamant argues against impeachment by the Senate and asserts constitutional authority for removal only via formal impeachment trials. He contends the current proceeding bypasses proper legal process, notes lack of oath and witnesses procedures, and outlines he denies all charges and asserts adherence to laws and duties as Auditor General.
State Treasurer Boyer asserts all school fund payments to Philadelphia were legal under May 1837 act and Philadelphia’s district certificate, denying any corrupt bargain. He cites the Board of Public Education certificate and warrants drawn for 20 000 per year, arguing payments followed law and were not for unlawful purposes.
