A sweeping evening in Washington ends the Fifty-first Congress amid cheers and farewells. Speaker Reed is saluted as he leaves with a valedictory while the Senate winds down in quiet executive session and adjourns with the President set to sign final measures.
Washington March 4 The Fifty first Congress introduced 14 053 bills in the House and 5 129 in the Senate while the Fiftieth Congress saw 12 634 in the House and 4 000 in the Senate The Fifty first Congress enacted 2 186 laws and 14 vetoes were recorded The report lists major measures including copyright land court postal subsidy Indian depredations and immigration bills the direct tax bill and proposed circuit courts of appeal The Elections Committee reported 7 seat contests with 18 Republicans opposing Democrats resulting in Republicans seated in several cases and a Democrat vacancy remaining.
At the State Railroad Commissioners convention in Washington a unanimous report urged Congress to act in the next session to require uniform automatic couplers for freight cars and train brakes nationwide, and to equip locomotives with driving wheel brakes. A committee of five was named to push the bill and consult railroad officials’ groups after public notice.
A conference proceeding records the secretary appointed for the convention committee and a resolution to continue the committee with reasonable rates. It also directs committees on automatic couplers and air brakes to report at the next Railroad Commissioners conference, which adjourned in Washington to meet again on the second Wednesday in April.
The House receives Representative Lehbibach’s summary of a sub committee trip to the Pacific coast. It notes a declining Chinese population due to the exclusion act but slow enforcement. Proposals include two steam launches on Puget Sound to curb Chinese migration via British Columbia and stricter bond requirements for sureties. The report warns rescinding the act could empty the coast of labor and asks for harsher enforcement.
The President approved numerous measures today including appropriation bills for legislative deficiency Indian consular and diplomatic sundry civil pension and agricultural needs. He also signed acts for public buildings at Clarksville Tennessee and Saginaw Michigan.
Washington March 4 J V Long newly appointed Consul to Florence Italy was in the capital today making final preparations for his diplomatic mission. He was warmly greeted by many friends and entertained by a fashionable social organization in the city.
The President signed the copyright bill using a large quill sent by Robert Anson of New York, secretary of the International to the Swain om with the President. Goopiinante.
Salt Lake City dispatch reports the American Natural Gas Company of Salt Lake City with 5 million dollars capital. Indiana Ohio and Pennsylvania investors, led by S C Constant of Peru Indiana, predict gas potential at 1200 to 1500 feet with Trenton rock indicating gas. The company prepares to begin operations, with rigs finished and machinery on site.
Fifteen year old Harry Ferguson, a Brunswick Hotel bell boy in Canandaigua, says he was kidnapped years ago and lived with farmer Bear Monmouth in Illinois. He learned his family lived in New York and produced a letter from Fae Site Jonot Andrews of Canandaigua and a court notice stating he is co heir to Mary Conover estate valued at 150000 dollars. Police investigate heirs and proof for Ferguson claim.
The St Louis sugar refinery, idle since the sugar trust formed, will resume operations in April and rehire a number of workers. The restart follows a New York Court of Appeals ruling declaring the trust illegal, releasing the company from control.
Two Hebrew Union College students Isadore Frauenthal 21 and Ernst Sallinger 20 shot themselves in a shared room at Schattenfels boarding house on Race and Fourteenth streets. A letter and a life diary imply hypnotism and spiritualism influenced Frauenthal and Sallinger prior to their deaths.
In a New York telegram Anthony Comstock, agent of the Society for the Prevention of Vice, recounts an actress hopeful's bid to hire his office as a press censor to boost a spicy book. He also outlines a grim tally of crimes tied to gambling, theft, embezzlement, and murder, noting millions in losses and widespread vice.
Harrisburg March 4 Franklin bills to amend the Brooks law are debated in the House. Amendments address residency bonds for liquor licenses and fee reductions in third class cities. Education Committee moves on free and uniform textbooks with several bills dismissed or recommended, including a plan for state funded textbooks and seven month term. Henry Hall.
In Allentown on March 4 the Bowman Evangelical Conferences joined others in declaring the trial and suspension of Bishops Bowman and Esher wicked and void. Anti Bowmen resolutions condemned affidavits by Reva Brown Saylor Knobel Blier and Babner as misleading and referred the matter to a seven member committee. The meetings set Chestnut Street Church Lebanon as the next gathering site and ordered collections through August 1 to host General Conference delegates.

Harrisburg March 1 A joint legislative committee reports the Mammoth mine disaster was not caused by Frick Coke Company negligence. The panel finds the mine not dangerously gaseous, faulting miners for care lapses and noting gas rush during pillar removal led to the blast and suffocation.

Harrisburg March 4 The House Corporations Committee heard Marshall's bill to fix telephone rents at 5 a month. General Manager Henry Metzgar of the Central District Telephone Co Pittsburg warned the measure could force closure unless rents stay high. He cited 1882 and later investments including a 175000 building and 900000 planned upgrades. Other companies Philadelphia Williamsport Harrisburg argued the bill would end their business. Dividends ranged 4 to 12 percent. The final bearing was not set.

The Corporations Committee of the House agreed to report affirmatively the bill by Mr. Marshall of Allegheny. It requires foreign building and loan associations to deposit 100000 in cash or approve with the State Treasurer before doing business in the state. The bill mirrors Missouri law to curb wildcat associations of the National Capital and Granite State stripe.
In Harrisburg on March 4 Representative Fow proposed amending the Sunday law to allow barber shops cigars and off sale drinks on Sundays but the measure failed in the Committee of Vice and Morality. The committee also negatively recommended the bill concerning the local prohibitory law for Mt Pleasant and other measures aimed at curbing begging and mendicant pursuits.
Special telegram to the taken note says Governor Bulkeley signed a requisition for John Colbert the Danbury alleged horse thief this afternoon. Police Captain M J Keating will present the papers to Governor Hill tomorrow morning.
Promo dispatch notes Senator Robinson of Delaware announced in the Senate that he intends to hold his seat once sworn in. The report, dated March 4, records his assertion of credential to participate as a senator.

Loceroft March 4 A refined Mrs Henry M Davis wife of a wealthy lawyer was detected stealing from M N Haskell drygoods store. Goods valued in hundreds were found at her home concealed in her bedroom. She was arrested and held on $1,000 bond.
President John B Rae of the United Mine Workers leaves for Harrisburg at the governor's request to discuss the appointment of a commission to revise mining laws. A warrant for his arrest on conspiracy charges is noted but Rae avoids a chase by going to the state capital.
Wicurra Kansas March 4 reports an outbreak of smallpox in Chautauqua County causing towns to seal gates and permit entry or exit only by railroad. Authorities enforce strict controls as farmer cases rise and fear spreads through the countryside.
Stephens and Baudett of Minneapolis faced Judge Shiras for sentencing after pleading guilty to one count in the census conspiracy. Stephens was fined 2000 dollars and Baudett 1000 dollars, while the cases against other indicted census employees were dismissed.
Arguments opened this morning before the Nebraska Supreme Court in the quo warranto case of ex-Gov Thayer against Governor Boyd. The demurrer challenges Thayer as a proper plaintiff, claiming he has no legal interest to sue in this proceeding.
March 4 the Citizens' Rapid Transit Company with capital of 6 million dollars was incorporated to build and run an elevated railway from the Auditorium area to the city north. Existing elevated lines already reach the western and southern limits of Chicago.
