County Controller Speer received the first bill for maintenance of Allegheny prisoners from the Pennsylvania Industrial Reformatory at Huntingdon Pa. For 1889 sixteen inmates were committed from Allegheny with stays from March 17 to October 16. They served 3,821 days at 65 cents daily, costing $210,155 to January 1 1890. after labor earnings of $18,762 the net charge to the county stood at $1,064.
