City valuation rise sparks debate among property owners and tenants
George Johnston and William A Herron discuss how rising assessments affect landlords and tenants in expanding cities. They note higher valuations pressuring rents yet recovery from 1873 lingers. Merron says returns remain modest while some properties speculate on rent levels and tenant treatment. The article also mentions a Fifth Avenue firm moving amid rising rents.
