Asylum Need Prompts Law Change, A Crimin al Insane Plan Suggested

James B. Scott, member of the State Lunacy Commission, returns from Philadelphia. He says the commission regrets failing to push a bill to establish an asylum for criminally insane offenders who would be confined like prisoners yet receive treatment. He argues such an asylum is needed as the number of insane offenders grows and juries are swayed by the insanity defense. He recounts a prison case where feigned insanity fooled officials until a doctor suggested confinement in a hospital, leading to the man’s recovery and exposing the danger of allowing feigned insanity to escape punishment. The commission plans another push for lawful detention of insane offenders with proper treatment.
