Debate Over City Ward Representation and Proposed Bill

City officials debated a bill by Senator Neeb to fix ward representation in second class cities. Washington argues current Ward 19 lacks proper representation and ward apportionment would shift seats based on taxables. The 1800s divisor of 40 sets the base, with wards under or over receiving one or two council seats. The 1889 taxables would change some ward seats, while others remain fixed. the 1845 apportionment remains technically valid until a formal update. The Controller says no change is needed as a fixed divisor would cap council size at 441.
