Treasury report shows surplus and shifting revenue outlook
The 1892 Treasury report to Congress shows total receipts $425,855,260 and expenditures $415,953,806, leaving a surplus of $9,914,543 and a net balance of $40,570,468 after debt payments. For 1893 the forecast includes $463,396,350 in revenues and $461,336,350 in expenditures leaving a small $2,000,000 surplus, with a cash balance around $121 million. Secretary Foster warns revenue may fall with tariff changes and emphasizes maintaining a gold reserve and reforming customs and immigration policies. He notes the World’s Fair and immigration issues, urging federal quarantine control and a potential bead tax idea to offset immigrant costs.
