Norris Town adopts broad rules in 1920 covering street usage and nuisances, animal pens, slaughterhouses, hazardous activities, and public behavior. It bans cockfighting, animal cruelty on sidewalks, gambling, liquor restrictions, and regulates itinerant traders and fireworks with fines and mayoral enforcement.
The Norris town council enacts an ordinance to preserve health and livability. Residents and tenants must keep premises clean and sanitary. violators face misdemeanor penalties. The marshal shall arrest offenders and bring them before the mayor or an alderman for orders consistent with council authority.
An ordinance to regulate the speed of motor driven vehicles is proposed by the wardens in council. The measure assigns authority to enforce speed limits and outlines steps after passage.
