Oath of Postmasters and Public Garden Scheme
Excerpts show an 1866 notice about Post Office Department orders to discontinue mail delivery where no postmasters are appointed. It urges selecting qualified oath takers, bonding, and forwarding to Washington. Also a long expanded prospectus proposes converting the burnt district in Charleston into a public garden with a grand block of stores and an opera house, surrounding promenade, and later city transfer.
