Controversy Over General Devens Troop Death Case

A Philadelphia Ledger summary notes Lt Col Trowbridge of the 88th United States Colored Troops killed Calvin Crozier in a suspected murder case in South Carolina without trial. A military court later found Trowbridge blameless, while the victim Milla was alive and examined by the court but not testified. Gen Devens ordered a new inquiry, yet the court stood by its acquittal.

Sumner petitions to strike clause on South Congressmen

In Washington May 18 the Senate heard Sumner present petitions from colored citizens demanding removal of the second clause of a pending constitutional amendment and a substitute barring any South Congressmen not chosen by at least half the loyal voters. He also urged trial by court martial for Jefferson Davis. The House concentrated on the Tax Bill.
