In March last, Governor Orr informed state executives of the destruction of Columbia libraries by the February 1865 fire and solicited copies of statutes and reports. Massachusetts Virginia Maine and Georgia sent volumes with other states responding kindly. Chief Justice Dunkin commends the response and notes further arrivals are hoped for.
A Philadelphia Ledger summary notes Lt Col Trowbridge of the 88th United States Colored Troops killed Calvin Crozier in a suspected murder case in South Carolina without trial. A military court later found Trowbridge blameless, while the victim Milla was alive and examined by the court but not testified. Gen Devens ordered a new inquiry, yet the court stood by its acquittal.
In Washington May 18 the Senate heard Sumner present petitions from colored citizens demanding removal of the second clause of a pending constitutional amendment and a substitute barring any South Congressmen not chosen by at least half the loyal voters. He also urged trial by court martial for Jefferson Davis. The House concentrated on the Tax Bill.
