President Guillermo Valencia decreed a nationwide state of siege in Colombia to curb unrest. The order bans public demonstrations and allows governors and Bogota’s mayor to impose curfews censorship and liquor sales limits. Congress is kept in session to aid emergency measures.
About 900 people fled a predawn fire at the Statler Hilton in downtown Detroit causing an estimated 250000 dollars in damage. Firefighters faced heavy smoke with several injured. Among evacuees were Frederic G. Donner and other GM officials and directors including Charles Stewart Matt Lucius D. Clay Lewis L. Douglas James R. Killian Jr. and Richard K. Mellon. GM executives attended a stockholders meeting in the city. Donner had earlier attended a GM dealers meeting from South Africa.
Washington reports the Defense Department says an Air Force pilot is missing since Tuesday in Laos. The missing officer is Captain David L. Hrdlicka, with officials stating the case remains active and under investigation.
A Norwegian freighter Lionne foundered in a North Atlantic gale 740 miles off Cape Farewell Greenland and 807 miles from Newfoundland. Coast Guard and rescue ships saved 25 crew members. two sailors on a life raft disappeared after it overturned. The Lyonne’s master and thirteen others were rescued by Raila and Sylvaine in separate pickups.
United Nations reports a 24 hour cease-fire in Santo Domingo remains effective with hospitals needing another day to evacuate the wounded. Mayobre of Venezuela says a further 24 hours is being sought. In Dominican action, Red Cross crews prepared to remove dead and wounded as junta and rebel forces pressed earlier, with Caamano urging a permanent halt while Imbert Barrera vows continued assault.
The Johnson administration prepares the public for heavier American troop levels and possible higher casualties in Viet Nam. unnamed sources say Rep. Clem Zablocki signals the likelihood of more casualties as U S forces consider open warfare.

UPI reports United States Undersecretary for State G Mennen Williams arrived in Addis Ababa Ethiopia for a six day session with American ambassadors serving Central and East African nations.
A government spokesman said a plan to assassinate key Vietnamese civilian and military leaders was crushed by raids. The plot aimed to topple Premier Phan Huy Quat as dissident officers and civilians had staged two uprisings. About 33 others were arrested. one leader escaped, and two previously sentenced in absentia were believed hiding near Saigon. American sources saw no Viet Cong involvement. Meanwhile, nearly 1000 U.S. and South Vietnamese warplanes bombed targets north of the 17th parallel as air strikes continued.
