President Johnson formally sent to Congress a bill to guarantee that no American is denied the right to register and vote because of race. The measure would employ federal examiners in states with low turnout to protect voting rights and aim to undercut delaying lawsuits.
The State Senate passed 11 of its bills and one House measure, while a new financing concept for university and state college construction was introduced. The Stream Commission bill advanced 21 to 5 with Sen. Bill Rhodes voting no, citing calls for state boards over county boards. A companion SB 99 authorizes revenue bonds for construction, while the House measure protecting utility easements on delinquent tax sales moves to the governor.
Rep. John Saylor of Pennsylvania warned the House that proposed Bridge and Marble Canyon dams on the Colorado River would ruin Grand Canyon beauty. He opposed the California Arizona water plan and Central Arizona Project, urging alarm about a project flooding 13 miles of the Grand Canyon Gorge for questionable value.
Phoenix police answered 413 calls and investigated 47 accidents including injuries in a 24 hour period ending today at 10 a.m. The major crime list shows 16 burglaries 9 assaults 5 grand thefts 2 robberies and 1 homicide.

Vladimir Horowitz, the 60 year old pianist, signals personal appearances this spring or fall after a 12 year self imposed retirement from concerts. He played at Carnegie Hall yesterday for over an hour to a very small audience and has focused on recording for a decade, citing dislike of travel for his withdrawal.
Arizona House members paid little heed to St Patrick day observances while Senates across the mall held a traditional program. Rep Jack Brown Apache welcomed his sixth child born last night named Michael. Rep Frank J Kelley Maricopa joked that a former member willed him the Irish bloc head title and quipped this makes him the Irish blockhead.
Governor Sam O Goddard urged a civil rights bill at the St Patricks Day meeting of Casey Roman Catholics and Hiram Masons. Speakers P M James and Emmett O Beirne chaired. the event aimed to persuade legislators to study and pass a fair civil rights measure.
Middletown Illinois AP Roger Oltmanns a Logan County farmer produced 201 bushels of corn per acre to win a $1000 bonus in a state farming contest.
