Budget Law Exempts Sky Harbor Airport Until 1975
City Attorney Jack Choisser issued an opinion stating Sky Harbor Airport will not be bound by the 10 percent budget limit again until 1975. The ruling follows a recommendation by the City Aeronautics Commission to create an independent airport authority to bypass Budget Law limits, citing bond proceeds and the Municipal Revenue Bond Act of 1943 as factors. The commission noted that leasing space at public auctions and contract negotations require special authority, impacting expansion budgeting.
