Flood opens as birds point floodway debated and evacuees rise
Weather forecasts predicted crest around 55.5 feet with 57 feet as a threshold. Army engineers said the Southeastern Missouri floodway would probably not open unless needed, as about 9,000 people evacuated and 3,000 remained at risk to be moved if front-line levees fail. The Wabash River near Vincennes leveled off after breaks in the levee, sparing the flood wall and flooding 100,000 acres of Illinois farmland. Extreme cold persisted across the Midwest with sub zero readings in several states and a geographied rain and snow mix along the eastern edge of the belt.
