Washington March 12 Emmet J Scott special assistant to the Secretary of War urges colored soldiers and sailors to accept the Soldiers and Sailors Insurance Act. The compulsory allotment starts at 15 dollars monthly, with government allowances up to 50 dollars per family. The act also provides compensation for disability or death, burial expenses, and government life and total disability insurance up to 10,000 dollars at low cost with premiums deducted from pay. The program runs until April 12 1918 for those in service by December 14 1917.
