Cincinnati reports river at 54 feet 5 inches and rising, with upper Ohio rainfall swelling tributaries. The flood endangers Newport and Cincinnati districts, submerging yards and depots, forcing workers to flee, and causing dozens of drownings across Kentucky and West Virginia.
A sharp flood hit Pittsburg as the Monongahela Allegheny and Ohio rivers overflowed. By 9 pm the Monongahela gauge showed 29 feet and kept rising. many cellars flooded and some hotels inundated. Mills along the river idled as water entered pits and homeless residents faced cold.
Detectives Eckstein and Redding probe a Monday night blaze in the 246 Market Street cellar belonging to William E Hooper & Sons sail duck dealers. A $180 cash haul from the first floor safe, opened by combination, prompts a hunt for a single insider familiar with the building. Police and a janitor had access, with the blaze quickly extinguished by Story and Zehr.
Francis H. Laine, a Frenchman and brother of Dr. Dameso T. Laine of this city, has been released after thirteen months in Las Cabanas, Havana. He landed in New York on Monday and plans to join his brother in the city soon. His capture occurred at war onset by General Gomez’s forces and he was imprisoned at the insurgent HQ for seven days before seven months of trial, then moved to a Havana city prison and acquitted by a court martial. he was ordered to leave Cuba and left on the Ward Line Vigilancia.
Two Americans from Southampton recount cruelty aboard a British ship. John Walters of Detroit and Edward Mitchell of San Antonio accuse crew of kidnapping and killing Charles Bowman, an American from Minnesota who died from ill treatment and was buried at sea. Captain Spicer fined. mates Fraser and Ames punished in Winchester. British Consul aided Walters and Mitchell home.
Sampson W. Glover a 45 year old letter carrier of 55 Bloomfield avenue shot himself in the temple this morning and died an hour later at General Hospital. He went on duty to collect mail then bought a revolver, delivered mail at Abram stable and at Godwin street, looked into an empty stall, and fired at a mirror. He was unconscious when the stablemen found him. No motive is known.
In Norristown Pennsylvania on February 23 the Criminal Court announces a two week March session to begin Monday. Indictments for murder grades will be sent to the grand jury Tuesday in the Walter J Clinch case regarding injuries to William McCue leading to death. Charles Kaiser Jr accused wife murderer will start trial March 8.
Rev Dr Potter remained at his besieged residence beside the Second Avenue Baptist Tabernacle as his damage suit against John D Rockefeller in the New York Supreme Court faced postponement. He did not attend the session amid ongoing disputes over house possession and opposition from adversaries.
Dispatches from Athens indicate Greece plans to call three more reserve classes and deploy warships under Prince George to Crete. The British Russian and Italian consuls broker an armistice at Selinos while fearing mass slaughter of Muslim and Christian civilians without foreign troop intervention.
During the Selinos armistice on Crete arranged by British Italian and Russian consuls Christians may leave the town with arms and baggage as the Turkish troops withdraw. However the evacuation is seen as dangerous with Greek forces possibly attacking the Muslims during exit.
Desultory firing continues between insurgents along the Suda heights and Turkish outposts. Turkish artillery sent a few shells toward the insurgents, but no damage was reported.
Austria and Russia submitted to the powers a plan for Crete to gain home rule. The proposal calls for unanimous resolution and would be communicated to Turkey and Greece for consideration.
In Harrisburg February 28 the House heard a concurrent resolution urging dispatch of Schuylkill tugboats to assist in blockading a port referred to as Grecian Porta. The resolution was introduced by Mr. Coray of Luzerne and Tet from the Legislature.
The directive urges immediate dispatch of Commodore William Idd with a fix of Schuylkill River tacts to aid powers loading the ports of Greece. It also directs Col James B. Coryell to arm the Lycoming County Ti gen for the scene on a day’s notice.
Athens reports Greece may skip the next coupon on its indebtedness if negotiations fail. A separate dispatch says Greece is urged to withdraw forces from Crete within twenty four hours after powers press for a withdrawal.
Constantinople reports a Turkish shift toward Thessaly. Four battalions of Redliffs have embarked from Mudania for Saronica to push into the Greek frontier.
Ednard Bailey, known as a lumber robber from Blackwells, died when a tied halter caused him to be dragged from a buggy by a fleeing team at The Narrows. The horses plunged over a rail embankment onto tracks 250 feet down. a north bound train was stopped in time to prevent a derailment. Bailey died at the scene. his brother witnessed the tragedy.
Cornelius Vanderbilt Jr. fell ill with inflammatory rheumatism at the home of R. T. Wilson after returning from Paris on January 7, with his wife Grace Wilson present. Even Vanderbilt senior is affected, though the present attack is not believed to be serious. the younger Vanderbilt has long struggled with the ailment despite athletic pursuits.

Michigan University Regents’ renomination bets on reform. National trunk line leaders meet in New York to discuss Norfolk and Western rate cuts. Various securities, claims, and legal actions ripple across states.
Captain John D. Hart found guilty of aiding a Cuban expedition and violating neutrality laws. He seeks a new trial and is granted bail set at 7,000 dollars pending the motion, with Deputy Marshal supervising. Hart cites pneumonia in his daughter Ada L. Hart and many employees needing time to settle affairs, claiming new evidence and innocence.
February 28 report from Pirtesvure states Commissioner Frances J. Torrance of the State Board of Securities with Dr. Wetherell of Philadelphia examined charges of cruel treatment at the Diamant asylum. A former nurse testified amid protests claiming lack of aid and other purse concerns.

Joseph Mintzer of 1110 Morris Street died after slipping from a scaffold while painting exterior windows on the City Hall eastern corridor. He fell into the outer basement and suffered fatal neck injuries with his body and head crushed. The accident occurred during renovation work on the mayor’s former quarters.
Two weeks after the Penrose banquet in Philadelphia friends of Hon John Wanamaker will dine in Harrisburg. The Seventy six banquet committee met with Senator Flinn presiding and set Wednesday March 10 as the date. Wanamaker Dolan and other Pennsylvania leaders will attend with possible out of state speakers.
Rev Charles H Parkhurst remains ill at his home 133 East Thirty-fifth Street after more than a week of overwork. Dr C L Beebe, treating him, reports no definite date for recovery but says strength should return after a week at least.
The anti high hat bill failed to reach the required 103 vote threshold with a 79 to 71 result in the House. Sponsor Representative Pitcairn plans another push later this week, while efforts to sway opponents continue and the measure is postponed for now.

Mapario February 23 The Cabinet has assigned Minister of Finance Navarro Rivera to respond to the United States regarding the inquiry into imprisoned Americans in Cuba. The inquiry has been opened and the matter is being pursued through official channels.
A middle-aged man described as a tramp fell under a slowly moving freight train on the Philadelphia, Wilmington and Baltimore Railroad near Gray's Ferry. He died before aid could reach him and no identifications could be made. He had dark hair and a scrubby beard, wore a scruffy appearance, and was of medium height and weight.
Special Policemen Hamm and Baker with a Second district squad raided a disorderly house at 4 Frei tag alley. Maggie Diamond and Stephen It were arrested as keepers. sixteen inmates were taken as witnesses. Thirteen inmates are said to be minors. The property is owned by Nathan Schmeg elaky of 524 South Street.
