Lonpoy February 19 The communication for which the Grand Duke Nicholas son of the Grand Duke Constantine has been exiled to Orenburg was a pamphlet in favor of the speedy construction of the Orenburg and Ishkend Railway via Kara Turgall and the Sir Darga river to force England to abandon resistance to Russia's Eastern policy.
The United States frigate Constitution under Captain Badger has arrived in New York with a damaged rudder after repairs at Portsmouth England. She was towed in by two tugs one demanding salvage of three thousand dollars.

Thomas McDermott 25 of 230 North Front Street while a dispute on Front Street between Race and Vine Streets had his head lacerated and right hand bitten by men named O Neill McCarty O Brien and Brady George Jackson 22 of 31 South Sixteenth Street was cut in the head on Tenth Street near Chearnut James Mack of Fifth Street near Washington Avenue sustained multiple facial gashes from blackjacks on Locust Street near Ninth All were attended at the Pennsylvania Hospital.
In a special meeting the Health Board gave Messrs Coe, Richmond & Co two weeks to abate a nuisance at their compost works under threat of closure. After adjournment a delegation from oil refiners, compost makers, and oil shippers said the stoppage would seriously affect the city’s oil refining interests.
A woman about forty claiming the name Mary Russell of 853 North Thirteenth street picked up a pocket-book from the floor at Wanamaker's Grand Depot Thirteenth and Market yesterday. Special Officer Rahe arrested her on suspicion of pickpocketing. She said she intended to deliver the purse at the cashier's desk and was detained at Central Station for examination today.
Jacob Henry Gregory sues John Wanamaker claiming $500 due under a wage contract now on trial in Judge Allison's Court. The plaintiff asserts salary terms of $2,500 per year or 25 percent commission with $100 monthly paid on account. The defense contends the contract was for $100 monthly and about $56 remains due.
