European leaders are told Manila guerrilla actions have been organized. fighting since February 4 has cost American lives and injuries. American forces push rebels toward Laguna de Bay as Captain Griffiths and Lt Bowles are wounded.
Paris papers and Liberte discuss the McEnery resolution after Senate debate with emphasis on Hoar’s anti expansionist remarks. The coverage notes French readings of the text and warns that American policy risks becoming a conquest-driven course.

Edward C Quin a noted lawyer and politician died suddenly at his home after a stroke on February 7 he had been discharged from Pennsylvania Hospital the previous Tuesday Quin born in 1826 in Londonderry Ireland came to the United States as a youth and lived in Moyamensing. He held multiple political posts from 1850 to 1880 including Moyamensing Commissioner and Council member.
The President sent nominations to the Senate naming Samuel J. Barrows of Massachusetts as Librarian of Congress. George W. Wilson of Ohio was proposed for Commissioner of Internal Revenue and Weston F. Milliken for Collector of Customs.
In Havana on February 15 1898 a high mass was held at Mercedes Church for the Maine victims attended by Major General Ludlow and staff. US officials and naval officers observed aflag salute at the sunken battleship and wreaths were laid at the gaff and crane.
About a hundred witnesses attended the keel laying of the Maine at Cramp shipyard amid snow. Naval constructors and Cramp family members observed as a 24 by 4 by three quarters inch steel plate was set in place, marking the start of a 2,000 man effort on a $2,850,000 battleship with launch planned for February 15, 1900.
Washington February 15. An Auditor prepared statement for the Navy Department marks the Maine disaster anniversary. It shows 825 claims filed to date under the March 3 1898 act, totaling 123,342 dollars, including 92 indemnity claims by survivors and 204 gratuity claims.
A Maine day observance took place in Pittsburg with services at Lt. Fred W. Jenkins's grave. A parade started at the Core House and marched through downtown to Uniondale where Rt. Rev. Cortlandt presided.
Thomas Burnside grandson of Senator Cameron dies in Paris amid rumors of a duel prompted by a quarrel involving Lord Alfred Douglas. Born 1852 in Bellefonte, he worked as a journalist in Chicago Ireland Paris and London. His brother and sister reside in West Philadelphia. body to be brought home.
Policeman Harry Kinder of Manayunk survived a noon gun attack by John Shearer, caretaker of the Worden estate on School lane. After Shearer fired multiple rounds, Station Agent James N. Baldwin aided Kinder, who returned fire until Shearer retreated and was taken into custody at the Manayunk station.
All members of the William Lawrence crew were saved. Tugs Cambria and Cinthia returned from the Sea Islands with Captain A L Willis and thirteen crew members who had been missing since Sunday, when the ship was abandoned in breakers off Port Royal bar.

Intruders ransacked the house taking money notes and valuables valued at 3485 before escaping. victims found in critical condition with no clues to suspects.
Police were alerted Tuesday evening to a man's body found hanging in the green house of Christopher Kohler on Second Street Pike below Cotman Street near Fox Chase. Snow delayed removal. workers cleared the walls and gained access Wednesday afternoon. The deceased, identified as Andy Dellez about 50, long employed on the property, was taken to the Morgue.
Four alarms answered a blaze in machine shop No 28 at the Brooklyn Navy Yard tonight. The building housing patterns and models of warships was totally destroyed, with losses estimated at about 1 million dollars and possibly higher as expensive patterns were lost.
In Hammonton on February 15 the funeral of ex Assemblyman Dr. Edward North, killed by an express train on the West Jersey and Seashore Railroad, was postponed due to heavy snow and later held with a somber procession. Six protected cruisers about 2 500 tons coppered to cost up to 1 145 000 each. Not more than two ships of any class shall be built in one yard or by one contracting party.
Special Telegram to The Times reports Frank Williams of Philadelphia was lodged at Bordentown City Hall for three nights. He deliberately tried to set fire last night but the blaze was detected before damage. He did not deny the act and will be taken to jail in the morning.
In Dover on February 15 the three resident Delaware legislators again met in a joint session and voted for United States Senator. The tally was Addicks two votes and Gray one with a quorum expected by tomorrow.
