In the House of Commons London February 12 Timothy Healy accused Chief Secretary Balfour of delaying cash payments from the Earl of Zetland's relief fund. Balfour denied knowledge of any private fund and said he did not believe Healy asked about such funds in his official capacity.

Hartford February 12 The House committee reported inability to agree with Senate Democrats over submitting the question in dispute. Democrats insist on seating their officers first. The House passed a resolution declaring Staub Democrat elected Comptroller and invited the Senate to join in a joint convention to inaugurate him. The Senate adjourned to next Tuesday to consider the resolution.
A trio of boys aged 12 to 15 were arraigned before Magistrate Clarke on charges of breaking open show cases. Joseph Murphy of 2710 Mount Vernon street, Joseph Sanford of 740 Wallace street, and William Rameey of Fifty first and Lancaster avenue were accused by shopkeeper James Sheridan at 205 North Thirty seventh street of robbing his jewelry showcase and other nearby displays. All were committed to jail in default of $100 bail.
Reading February 12 One citizen reports that several boys at a lower city school have carried weapons to maim others. A fight yesterday left one boy with a razor cut to the neck a dangerous wound. An investigation will be held tomorrow and arrests are expected.
The Eagle Hill colliery near Pottsville, employing 300 to 400 men and boys, resumed operations today after a five week suspension. It is owned by the Philadelphia and Reading Coal and Iron Company, with most workers living in and around St. Clair. Other collieries remain idle with no orders to start.
A German sailor William Slaber aged 22 resident of Hanover who came to the United States as a sailor on the steamer Corendia lies at Point Breeze. He fell overboard yesterday afternoon while engaged in eating and disappeared amid rough seas. The coroner’s inquiry is expected to establish details of the accident.

Dover, February 12 Governor Reynolds will not intervene in the pending executions of Proctor and Young scheduled for tomorrow. The gallows enclosure measures roughly 18 by 40 feet at the back of the fall. Proctor, claiming happiness, expresses belief he will reach Heaven, while Young sobs and admits fear of death. The hangings are set for around 1:30 PM.

Harrisburg news reports the National Baptist Publishing Company was chartered today in Peabody with officers and directors named. The incorporation lists Ht. Wasland J. Lewis Grozer C. W. Sprait Levi Knowles as directors and principal officers.

Special Telegram from Oxford reports the Lancaster Oxford and Southern Railroad began laying 40 pound steel rails from King’s Bridge to Peach Bottom in Lancaster County. Extension routes to Quarryville and to Mage Md are to be decided before switching from narrow to broad gauge, creating a key link between Philadelphia and the Baltimore and Ohio Roads.
