London April 27 General Sir Arthur Power Palmer has been appointed commander in chief of the English army in India succeeding Sir William Lockhart. Born 1840, Palmer joined the Indian army at 17 and saw action in the 1857 mutiny campaigns, the Abyssinian expedition, Afghanistan in 1878, the Chin Hills 1892-93, and the Tirah campaign.
