Dr Waldo McNeir heads the Louisiana Civil Liberties Union pressing Department of Justice action under the 1957 Civil Rights Act to protect Black voters. He cites a conspiracy to deny citizenship and notes mastings by State Senator William Rainach urging stricter registration to reduce Black voters from 180,000 to 13,000.
