The Twenty-Sixth Congress adopts resolutions on the night of the 25th ultima to block abolition petitions. Any memorial or paper on slavery or the slave trade presented in the Union will be laid on the table without debate. No petition or resolution seeking abolition in the District of Columbia or any State or Territory is to be received or entertained. The People retain petition rights only as Congress allows. Spring.
