When is a Man Drunk Court ruling in Franklin County
The Franklin County Court of Common Pleas under Judge Reid ruled that a seller is liable only if the intoxicated man is discovered by a sober person. A drunkard is one whose mental or physical faculties are sufficiently affected by alcohol to be detectable by a sober observer. The Brookville American praises the decision and calls for moral standards for liquor sales. The piece also taxes ministers for tobacco use and offers plain talk to girls about marriage prospects and practical domestic life.
