The 1862 acts amend Chapter 174 to raise rail licenses to three percent of gross earnings and set payment timing, revoke licenses for noncompliance, and require refunds for overpayments. Other measures repeal or modify cranberry and school fund statutes and adjust borrowing for war, with various effective dates in February 1862.
