Aged dispatch notes Italy declaring war and Turkish response with 50 000 men ready to strike by Monday. Chicago Sept 20 report says rail wage unrest spreads as 25 000 Harriman system workers plan a 10 am strike tomorrow.
Senator Cummins greeted President Taft in Des Moines and debated amendments to the arbitration treaty. Taft urged a change to reserve power to the Senate, Cummins promising support if the amendment passed. Taft spoke to about 4,000 people at the Coliseum and breakfasted with editors and business leaders. A later stop in Pleasantville featured a brief address to a small crowd.
Portland Ore Sept 29 A telegraphic report from New York predicts a major reorganization in the Pacific Northwest rail system with J D Farrell named vice president and head of the Oregon Washington Railroad and Navigation Company Based in Portland Farrell will direct maintenance and operation with R B Miller as director and O Grien as vice president and general manager reporting directly to Farrell The move aims to speed development in Oregon Washington and Idaho
Rome reports Italy declares war on Turkey over Tripoli with Italian landing of 30,000 troops. Italian naval forces blockade Turkish ports as fears mount of a holy war and massacre of Christians. Reports say martial law may spread as Turkey faces internal turmoil.
Federation System members on the Illinois Central railroad plan a strike Monday with officials predicting twelve thousand unemployed workers will quit alongside union workers at the first employe action. By Monday night as many as fifty thousand may join, with fears of rapid spread to other western railroads and possible blocking of freight through boycott of cars previously handled by workers.
United States Marshal Johnson found a box of 100 dynamite caps under rail joints near South Memphis Central tracks. Striking union clerks claim railroad detectives planted the caps to secure evidence aiding the railroad.
Los Angeles dispatch. General Pryce is freed of murder and robbery charges tied to alleged neutrality law violations. He hopes to soon face trial in the case, following extradition efforts by the Mexican government. Pryce expresses happiness and satisfaction with his status in California.
Pendleton residents flocked to see the first moving pictures of the Round-Up, filmed over three carnival days by Harbeck Film Co of Seattle. The reels show the Westward Ho parade, mounted parade, races, bucking, roping, wild horse race, and Briscoe bulldogging. George Fletcher, a standout, appears in detail. the final reel ends with the photographer winning an audience.
The Commercial Club plans a county editors meeting to discuss forming a county press and address issues of interest to the press and citizens. A banquet is planned. date to be decided. The session also considered repaying Baker-Pope for advertising the eastern Oregon branch hospital argument.
A Buckley, assistant superintendent of the O W R N company, traveled from his La Grande headquarters yesterday and spent the night at the St George hotel.
Fort Dodge residents debate the actions of Senator Cummins who refused to ride on the presidential train with President Taft. Portland dispatch reports Dr. Grant Lymn the promoter of Tugtlive captured in Lakeview Oregon after alleged fraudulent mailings. He will be brought to Portland for examination before returning to California for trial with U S Deputy Marshal Peattie leading the transfer.

Denver September 24 Former United States Senator Henry Teller of Colorado was chosen chairman of the resolutions committee of the Public Land Congress. The action, paired with Ballinger speech, is seen as challenging state rights and pushing Congress toward federal control of lands and minerals.
James H. E. B. Scott, who taught in Adams from 1905 to 1907 and in Athena in 1907-08, notes he is now a Censor in the Minors College of Law and will return to Oregon for the 1912 bar exams. He maintains his legal residence at Athena.

Louie La Bone a Pendleton and Oregon pioneer dies at his home after a paralysis illness. Born September 20 1836 in Nashville Tennessee he traveled west in 1862 and helped found Pendleton’s early life including the first photo gallery and local Odd Fellows lodge. He left a son Louis Leonard La Rone and a planned burial at Olney Cemetery with Pioneer pallbearers.
