C. P. Watson returns from service in the Army’s Engineering Division to Pendleton as a new assistant inspector for the U S Biological Survey. An expert hunter and trapper from York Pennsylvania, he also invented the Watson fuse used in World War I and Navy six inch guns. He went overseas in July, was gassed, and later received care at Walter Reed. Mrs. Watson and their children will join him in Pendleton.
Collins flour mill construction advances with concrete work resuming after rain. Two shifts will operate to complete the six story structure by early October and machinery from Indianapolis expected by mid October. Plant to grind flour by January 1, 1920, boosting Pendleton production.
In San Francisco the Barbary Coast remains under tight guard by military and civil authorities after two nights of unrest as pacific fleet sailors face friction with local police. A conflict arose when a black sailor defeated a white soldier in a fight, prompting threats of violence from crowds and subsequent police action to prevent further clashes.
