Washington Oct 18 round table leaders announce a comprehensive program of principles to cover all relations between employer and employee. The plan aims to win government approval and foster agreement between capital and labor. It includes collective bargaining mechanisms and rules on strikes, women and children in industry, and other major industrial issues.
Children in Pendleton report finding propaganda near Rieth as road crew layoffs disrupt work. About 50 men camped below Rieth with a portion struck. contractors weeded out several “wobbles” among the crew.
Pendleton Commercial Association board of managers will meet with F Bramwell and John L Etheridge of the State Chamber of Commerce Monday evening to map closer ties between Pendleton and neighboring towns. Bramwell, vice president of the state chamber, is organizing regional bonds and visiting regional towns to unite Southern Oregon counties for a common benefit.
Realty men from the county town are anxious to form the realty dealers association perfected in Pendleton last week. A meeting will be called soon inviting all unr mail real estate dealers in the county to join. Local and neighboring town citixens back the organization and plan monthly meetings once fully formed.

Weston prepares for the dedication of Memorial Hall next Thursday funded by subscription. The hall honors Umuatitla county pioneers and service members, features a 40 by 70 feet turse hall with seats for nearly 500 and a stage, plus a $700 motion picture projection outfit. Located on a 197 by 150 foot lot back from the street, the attractive structure is fully paid for and will serve as a community venue and motion picture theater under Clark Weed’s management with attendees from Pendleton expected.
Miss Beth Smith of Pendleton will open her kindergarten Monday at the Field School. The Chicago National Kindergarten School graduate plans a morning session from 1 p.m. to 12 noon, with most rooms already filled as Pendleton residents show strong interest in the new venture.
Mrs EK Hyde of Baker was chosen district president at the final convent meeting held last night in Mowe hall. Pyde has served 15 years as recording financier for Baker Lodge. Next district convention to be held in Baker. Minnie Hackney elected district secretary. she has led the John Day lodge and also served as recording financier. Retiring officers are Mrs Walter Jones Pendleton president and Mrs Myrtle Farley city secretary. Mrs Becker state president presented a traveler's writing portfolio. New members admitted included Mrs Harry Kleamneer Mrs Wilma Lincoln Mrs Lilton Gocke Mrs Clara Beck and Mrs Julia Twitchell. Teeta Brown received a cut glass olive dish and fork for service.
Tacoma October 18. D F McCurreh chief engineer of the state public service commission has resigned to take a job with a Portland Oregon power company. No successor is announced.
Helsinki dispatch reports Kronstadt naval base surrendered after Bolshevik peace terms were rejected by Finland. White flag raised yesterday afternoon per Finnish News Agency. Petrograd defense base now in Bolshevik control as frontline news confirms surrender.
Charles W. Tulloch Dan P Smythe and A K Smythe acquire five sections totaling 4200 acres near Olex Gilliam county including Redmond and Ed Clay ranches. They will operate the large tract and test Kareo wheat to gain about five extra bushels per acre while Smythe Brothers expand their Gilliam county holdings to nearly 13000 acres. The price and full terms were not disclosed.
The Baptist Church of Pendleton reports a net gain of 31 members for the year, with total receipts of $9600 disbursed. Pastor W H Cox outlined next year’s work, and officers noted Sunday School needs and plans by Miss Ninta Clark and others. A minted program featured talks by J M Morris and Miss Kennedy, with a ladies’ society report and a meal served by church ladies.
Walter Mitchell and J. J. Chisholm returned to Pendleton from Wallowa county with two deer each, totaling four bucks. The men said deer were plentiful and described a long trek of 30 miles with pack. T. H. Morelock from Je eph joined the trip and also harvested a three point buck and two bear.
From Southampton on October 18 the Stogmer Pocahontas will sail to New York with 100 English wives of American servicemen aboard. In many cases these wives will travel with one or two children in tow, reflecting wartime mobility and mixed nationality ties.
A pair from Walla Walla sought a marriage license in Pendleton but were denied due to residence rules. The youths, 17 and 19, wore ribbons and hoped a county clerk would grant the license, only to have their plan thwarted as clerks cited county residency requirements.
W A Terrall census supervisor for the second Oregon district visited Prineville to recruit enumerate rs in Wasco and Pendleton. About two to four enumerators will be needed in Pendleton and around twenty across the county with positions possibly paid per day or per item. Eligibility includes those over and under 70 with preference to discharged service members. Pendleton is expected to show the district's largest population gain since 1710, driving a countywide campaign led by the Pendleton Commercial Association to secure full enumeration. Terrall planned to move on to Baker Grande tonight.
N W Bethel an engineer who helped build the North Bank and Oregon Trunk railroads will arrive in Pendleton Monday to confer with district engineer Bennett. Bethel will direct 60 miles of grading in the John Day highway, opening the rich tributary valley and serving Dayville Picture Gorge and Join Dev areas as the road connects with other projects under construction.
The Troy Laundry plant, rebuilt at about 15040 dollars, will reopen Monday after a fire destroyed the interior. All damaged machinery has been replaced and new innovations added to improve service. Twenty two workers will return, with new sewing and mending equipment expected to be popular with customers.
Dr Frank Powers of Pendleton physician and surgeon is appointed delegate from the Armorican district to the congress in Washington this month. He is also named chairman of the Oregon delegation at the national congress. Boyden left Pendleton for Rochester Minnesota to study Mayo work and is now in Chicago awaiting further opinion before returning the first week in November.
Eighteen Walla Walla team led by Coach Elmo Lingrel invaded Pendleton this morning with 200 rooters to play the first game of the season at Pendleton high. Pendleton coach Fleichhmann hopes for a tough, evenly matched contest as Pendleton seeks revenge after lineup injuries. Fans gathered for a bonfire and street parade as anticipation builds for the afternoon kickoff.
R Carr, a 32 year member of the Coast States recruiting corps, arrived to head the local recruiting office in the federal building. M Rulleon left to join naval aviation, bound for San Diego. Carr, chief quartermaster in the navy, will be joined soon in Portland by Mew Poulin as the office transitions.
Lieutenant Maynard, famed sky pilot, wins the transcontinental air meet upon arriving in Mineola at 1 50. He earlier won the Oral leg, reaching San Francisco first last week, while Mrs Maynard and their two children greeted him with a red apple.
WwW W Rogers, Hermiston farmer, received a patent for a portable scales device mounted on farm trucks and wagons. He claims no market peer exists and plans for manufacture are undecided but possible price targets are 45 to 50 dollars. The one man handled scales weigh loads up to 10 400 pounds and weigh 119 pounds themselves. Rogers has 4 acres in Hermiston and this is his first patented invention after several other farm aids.
New York October 18 Federal authorities intervene to end a longshoremen strike. Major Power of the War Department will man every pier in Brooklyn with soldiers as six hundred longshoremen quit work at the uneany piers this morning.
