Trading Stamps May Flourish In Pendleton
Trading stamps may continue despite a recent city ordinance requiring $200 annual licenses and penalties. The state charter prevents prohibition, as Oregon Supreme Court rulings deem prohibitive taxes on such stamp merchants invalid. Merchants have not funded a challenge, leaving enforcement blocked and patrons advised to boycott.
