Washington May 19 Representative James McLachlan of California arraigned the U S Army and Navy in the house urging a report on national defense. He warned a war with an oriental power could permanently separate the Pacific coast from the union and said coast defenses are useless without mobile land forces. He argued militia alone is inadequate against trained troops and cited maps Japan supposedly holds showing rail routes to threaten isolation of the Pacific coast.
