Amoy and Tokio dispatches report Japanese fleet positioning below Formosa aiming to engage Russian forces near Porménant. The Pescadores women and children were removed after militia law, while Japan claims a mine incident sunk a steamer off Miao islands. German landings at Hiayehu and Russian ship movements are noted with limited confirmations.
George Richardson, 46, cashier of the Internal Revenue office, shot himself today in Milwaukee. Family left behind. Officials from Washington have arrived to investigate his accounts.
May wheat opened at 64 1/2 and closed at 4 1/2 today while corn ended at 54 1/2. Seattle steamship crews struck after owners refused a $5 monthly raise affecting Fairhaven Utopia and Capital City. A fire in Priesenveen destroyed 200 houses and two churches. Munichische Allgemeine Zeitung suspended publication.
A landslide on the new extension of the Salem Falls City Western railway above Falls City, Dallas, Oregon, buried one man and injured another. Dead: Arthur Montgomery. Wounded: A. D. Gee. The location had long been deemed dangerous.
A man appearing sick and visibly frightened prompted concerns of smallpox on May 3 in The Dalles. James Probby, who works on the portage road, was examined by Dr. Ferguson and diagnosed with smallpox. He was moved to a pest house while authorities arrange fumigation vaccination and possible quarantine to prevent further spread.
Baker City May 17 Fire broke out in the shaft of the Elkhorn mine last evening. Fire started from an old boiler used for heating and spread to timbers. Firefighting crews from Basche-Sage supplied 200 feet of hose while Elk horn mountain team helped move the gear to the mine entrance.
The twelfth annual Umatilla county pioneers picnic will be at Weston on June 2. Rev J R N Bell of Baker City will deliver the principal address. An elaborate program and ample camping grounds and train accommodations are planned to welcome visitors from Umatilla county and surrounding areas. Weston promises hospitality as the oldest settlement in the county hosts the event.
Dr J W Vogel a traveling oculist long known in eastern Washington and Oregon has been arrested on a horse stealing charge brought by W W Smith of La Grande. He arrived from Lewiston with the horse in question claiming it was hired under a contract. Public sentiment favors Vogel who denies ownership and says the horse was hired. he has traveled this territory for 18 years.
Benton May 17 Governor Doogtan as referee has ruled Fall River textile workers are not entitled to a 5 percent wage dividend from the strike settlement period January to April. He finds margin of profit for employers to gain wage advances under agreement was not reached. The mill owners receive 6 percent annual dividends and 5 percent for annual depreciation. Twenty five thousand operatives affected.
Eleven yachts set for the start in a brisk competition off Sandy Hook with American boat Athan ie leading after two hours. Hamburg sits quarter of a mile astern as Thistle and other vessels trail, while wind shifts and a collision repair impact the fleet during the morning.
Chicago May 17 Attorney Plotke for Joann Hoch argued the alleged bigamist murderer was the victim of state machinery. He claimed no direct proof of poisoning Mrs Walcker Hoch and asserted Hoch died from natural causes despite circumstantial evidence.

Delegates arriving for the Cumberland Presbyterian church annual conference disclose a majority favor uniting with the old church. The union is described as the conference's principal issue, with sessions running from May 17 to 28 in Freano California.
Simmons has been awarded the contract for the Taylor building at the corner of Malin and Water streets. His bid was 6690 dollars, with other bids 6739, 7588.60, and 7514.50. The contract price does not cover foundation, brick, iron, or other materials supplied by the owner. construction starts immediately and will be completed as soon as possible.
Sparks from No 2 caused a fire that damaged freight cars in the upper yard at Umatilla. About 200 other cars were saved by moving the burning cars. Four company coal cars with over 100 tons were involved and three empty stock cars were destroyed. E M Richards visits, and B C Morey plans to stay through the summer. The yards hold over 500 cars as freight and stock traffic increases.
Athena May 17 special reports a regular Civic league meeting at the First Lutheran held last night with a large attendance and keen interest. Delegates from Pendleton Law Enforcement league, over 300 strong, attended and urged enforcement of gambling laws and Sunday closing. A unanimous vote thanked the East Oregonian for its bold stand for better morals.
Havana May 17 report says General Maximo Gomes remains in fragile condition and the plan to transfer him from Santiago to Havana has been abandoned.
The junior class of the high school presents the comedy All Tangled Up at Fraver theater tonight. Proceeds go to Sakawina the school monthly paper. Cast includes Major Holiday Elmer Storle Lester McVey and others with acts between scenes.
Judge De Haven of Northern California, selected by Judge Bellinger for a land case, will preside in Portland over the federal court. Born 1845 in St. Joseph Missouri, he moved to California, served as district attorney, state legislator, Humboldt County judge, congressman, and California supreme court associate justice before becoming a federal judge in 1897.
A joint Good Roads and Development League session in Pendleton concluded with Judge J H Scott praising cooperative effort and convict labor on highways. He urged wider community backing, described Mart yout County work, and recommended rock layering and a road roller. Oliver invited the next La Grande meeting.
Official cable from Washington May 17 reports major General Corbin commanding in the Philippines states most killed and wounded in recent Moros fighting. Also news from New York May 17 that Herbert Y Croker died suddenly on a train at Newton Kansas. Funeral plans pending with Mrs Croker prostrate. In Cleveland Ohio I P Chilger is sentenced to eight years for wrecking the Wooster National Bank.
Constantinople reports another wave of action against the Arabia rebellion. Sixty cavalry corps with Mausers and seventy artillery corps with Krupp quick-firing guns have been dispatched. Two torpedo cruisers destroyers and four torpedo boats will cooperate with land forces.
