Reports from the justice and interior departments say unsold Oregon & California railroad lands have no prior rights for applicants, but claimants in Linn County rushed, paid 15 to 60 dollars to locators, filed affidavits of settlement, with over 200 papers recorded, risking endless litigation and possible prosecutions for false affidavits.
