About 285 men and 100 teams are rushing construction of the Umatilla Irrigation project reservoir dam. The structure will be 4000 feet long at the top, 620 feet long at the bottom, and 75 percent complete. Water covers roughly 200 acres at 16 to 20 feet deep as plans call for a 100 day fill before shifting to the Tieton project.
Paris March 31 The French Gen Office virtually declined the American plea to extradite Paul Roy charged by Graeda Calla with her brother's murder. The government plans to try him on French soil as he is a French citizen.
New York March 21 Mme Anna Gould after quarrel with her family over her threatened marriage to Prince De Sagan has arranged to leave the Gould home and reside at the St Regis hotel A final conference with the family last night is believed to have deepened the rupture as the entire family is said to oppose the engagement
The State Republican Central Committee to meet in Portland on April 10 called by Chairman F A Westgate to call the state convention and apportion delegates. The convention likely May 10 to select four delegates at large and presidential electors. Method of choosing delegates remains undecided.
Salem Ore March The state railroad commission ended its most important session by cutting Oregon freight rates from Portland to western Oregon east of The Dalles by about 75 percent. First class and other freight rates are reduced accordingly with Portland to The Dalles set at 25 percent above the base rate.
Archie Philip, key witness in the Steve Adams case, is located in Portland after fleeing to escape Harvey Brown's fate. He says he has hidden in the District of Columbia and was hurried out of the United States for safety. He declined offers to return to Idaho to testify against Adams, noting Brown's death threat as the reason he fled.
Washington reports say Col. William F. Stewart former Fort Barrabees Florida commander has been exiled to Fort Grant Arizona with one enlisted man and two army mules as companions. His friends allege he was condemned without a hearing amid mystery and calls for a war department explanation. Stewart says he sought a hearing but was denied and moved to Arizona.

George Conger longtime Heppner banker and Morrow county figure dies at his home at sunrise. native Oreg onian who came to Heppner 16 years ago he previously worked as a Southern Pacific conductor and was cashier of the First National Bank of Heppner. He survived by his wife with no children and was active in relief after the 1904 Heppner flood. He was a member of the Elks and Masons and sister Mrs W E Brock has been with him.
Einer Sibbiley field superintendent of the sugar company travels to Umatilla and Walla Walla counties to test beet crops grow beets west of the mountains and attract contracts for large tracts. Farmers under the irrigation program will plant small test crops and the company plans to ship beets to La Grande for processing, with potential future factory sites and many jobs if expansion proves viable.
Washington March 31 It was announced at the White House that Charlemagne Tower’s resignation as ambassador to Germany has been accepted and will take effect June 1 The president sent the nomination of David Jayne Hill as ambassador to Germany to the Senate and it has been referred to the foreign affairs committee It is expected the committee will take up the Tower Hill incident for investigation

Washington notes today marks the anniversary of the destruction by fire of the United States steam transport General Lyon off Hatteras on March 31, 1865, with about 660 killed. Navy records show only two living survivors, both in Illinois.
Engineer Perkins of the Northern Pacific freight service between Spokane and Lewiston was killed near Troy on Kendrick hill after falling from his engine while a brakeman and fireman rode with him. The engine sped down the hill before Perkins disappeared, and his body was found a half mile back from the track, with a broken neck.

Former Pendleton physician Dr H Volp now in the Oregon Insane asylum due to morphine insanity. He was taken to Portland offices Saturday after a struggle in which he begged for morphine and fought staff, breaking a chair leg as a weapon. A German educated doctor, his wife died in this city two years ago, leaving two daughters aged 14 and 16.
Republican candidate H M Cake will open his United States Senate campaign at the county court house in Utilla city next Monday evening April 6. He will speak in La Grande Thursday and Baker City before returning to Utilla for the Monday address. Cake advocates popular election of senators and is described as earnest and credible with no Oregon political scandals. Governor Curtis Guild of Massachusetts is reported to be recovering from a serious illness.
The grand jury filed a presentment in Judge Foster's court alleging improper conduct by New York Attorney General Jackson. The testimony centers on alleged demands for 50 percent of fees from ex-Deputy Attorney General White as receiver of the Hamilton bank, with Jackson set to seek removal of the presentment.
A report states Miss Elkins has refused to marry the Duc D Abruzszi. The disclosure notes the broken engagement and the absence of wedding plans.

Commissioner Calhoun who investigated for the United States contends the $10,000,000 damages awarded by the Venezuelan supreme court were imposed without defense and on insufficient grounds.
Edward Barrett sought for cashing a fictitious 311.25 check in his own name at Murrells saloon and another 35 check at Morrison store. Sheriff Taylor’s pursuit traced him to Helix where he hid in a barn under hay. a barber pried him out with a pitchfork. Barrett sustains a leg injury from the capture and is jailed.
Denver March 31 A conference between Gould railroad officials and Union men will decide if a general strike will occur or if the closed shop contract is renewed. Boilermakers and blacksmiths have voted to strike if the contracts are not renewed.
Colonel H G Newport, Hermiston settler and first to pump Umatilla irrigation water onto project lands, has hauled 400 four horse loads of manure from government stables to his Hermiston area for soil fortification and wind erosion control. He plans to acquire more manure from Pendleton and expects shipments from Walla Walla and Rutter Creek pens as he prepares over 200 acres for alfalfa this year.
