Washington March 25 The work of framing a peace resolution was started by Republican members of the House Foreign Affairs Committee today in accord with informal instructions from Republican leaders the conference last night Indications now are that a moment to end the war officially may be passed on first by the House
Washington March 25 A Democratic member Humphreys in the house urged President Wilson to announce he will not seek a third term. He backs a constitutional amendment limiting presidential eligibility to one term and calls a possible third term a threat to republican traditions. The speech sparked support and applause from Democrats and others.
Mrs W Felbaum age 68 died at 620 John Street this morning after a long heart condition worsened since her husband’s death six weeks ago. Born March 17 1863 in Sullivanaville New York she lived in Iowa Texas and finally Oregon. Survived by daughters Mrs J W Stearn La Grande and Mrs W Milne Trevey Walla Walla and three brothers, G M Ramadell Cove Oregon De Ramadell Colton California and B Ramadell Marble Texas. Active WCTU worker and Presbyterian church member funeral Saturday at the Felbaum residence with Rev J Francis Morgan officiating.
Seventy five Pendleton men pledge joining the Pendleton Athletic Club now being organized. Tred Preble and Jh Carr of the local navy recruiting office are soliciting members. A public meeting at 7 15 tonight in room 252 federal building will organize the club and elect officers.

In two minutes the body unanimously approves Rubast's resolution urging immediate action under clear authority and direction for use of United States forces.
Salem March 25 A quarantine on the importation of sheep to Oregon is proclaimed to prevent diseased stock entering the state under the authority of the state livestock sanitary board and governor. The measure allows shipments for immediate slaughter but blocks further imports until proper inspection and clearance are granted under federal and state regulations.
