Olympia March 13 Hanging has been wiped off the statute books with Governor Lister set to sign the Goss bill. The measure started in the house and passed the senate by 22 to 17 with three senators absent. Senators Collins and Sharpstein opposed the ending, while Jensen Fairchilds and Steiner supported the bill.
London March 13 The Oxford crew defeated Cambridge by three quarters of a boat length in a dramatic four and a half mile Thames race. Cambridge led early and at Craventop and Barnsbridge but Oxford surged in the final stretch to prevail.
Washington March 13 McCombs told President Wilson he did not want a diplomatic post. On persuasion of the president McCombs withheld a public declaration. It is learned Wilson used McCombs to accept the ambassadorship to France and McCombs took the offer under advisement after Congress special session.
Washington March 13 President Wilson appointed John Skelton Williams of Virginia assistant secretary of the treasury and a new official to manage fiscal affairs Robert Williams vice president and assistant secretary are named in the same message but not confirmed by this report Williams will take charge of customs duties and tariff administration with the treasury department as a whole to supervise internal revenue and monetary policy as the appointment comes amid a program of financial reform in the early stages of Wilsons administration
O G Labree of Spokane testifies as the first witness in the Frost fraud trial claiming he was a former business associate and promoter for the Alaska Central railroad. He says he met Duncan Stewart in 1905 and urged Frost to back the railroad then, and that an expedition found coal lands and recommended buying the line. He recounts withdrawing from the venture on legal advice to avoid government trouble.
Naples reports J. P. Morgan may never visit Europe again due to failing health. He arrived from Egypt aboard the Adriatic and plans a farewell visit with European monarchs before sailing home. His son-in-law Herbert Satterlee says doctors expect a full recovery after rest, with plans depending on his condition.
W L Hayward director of athletics at the University of Oregon spoke to high school students and parents on the value of athletics for building a strong body and mind. He illustrated his talk with 1912 Stockholm Olympics and University of Oregon meet images, praised track for self reliance, urged clean living, and cited Jimmie Johns as an example of perseverance. The lecture, with a focus on proper form and character, drew both students and parents and was to be repeated in Athena that evening.
About 30 residents on West Webb Street filed a remonstrance against gravel bitulithic paving, sent to the Street Committee by Mayor Matlock. London March 13 The condition of Mrs Emmeline Pankhurst leader of the suffragists remains a concern though she was listed as a speaker at a Kensington meeting. The chairman said she could not attend though the speaker asserted militant tactics would continue.
London reports the Balkan allies delayed their response to peace proposals, counting on the immediate fall of Adrianople. Bulgarian forces aim to occupy Adrianople by tomorrow, shifting negotiation leverage over Turkey's fate.
London March 13 police raided a Campden Hill Gardens studio uncovering a suffragette arsenal including corrosive acid phosphorus oil and pitch used in letter box outrages wire cutters hammers and fake automobile plates. Militant Olive Hocken was arrested today.

Shreveport dispatch reports a cyclone at Provencal thirty miles south of the city at noon today leaving three dead and fifteen injured. Nearly every house is razed and a relief train has been sent from Shreveport to the scene.
H Lucy was convicted in the Athena justice court of selling liquor to miners. She received a sentence of one year in the county jail and was committed by Sheriff Taylor this morning. Details are scarce but the judge’s harsh sentence implies a serious offense.

Dr Friedmann will treat selected patients on his return from Canada at Bellevue Hospital. The hospital stresses neutrality and its role in assisting the public effort to test the Friedmann culture for possible admission to the United States.
Si Reetz of the city was chosen president of the Umatilla County Sunday School Association for the coming year at the annual two day convention concluded at Weston yesterday evening. Pilot Rock was selected as the convention site for 1914. About 125 delegates attended from across the county, with a strong program and speakers including Rev. P. G. Fert, Rev. J. Dr. Springton, Rev. J. W. Milligan, and Rev. C. A. Phipps. A resolution praising President Woodrow Wilson for his white house wine ban was adopted and sent to him. Delegates will attend the Christian Citizenship Conference in Portland in July. Indian delegations from the Umatilla reservation sang in their native tongue, pleasing attendees. Additional Pendleton delegates and officers were elected, with Mrs. S. A. Lowell as vice president and Miss Mary Tanke as secretary.

London March 13 G I Thomas Lipton said it was a complete surprise to learn the New York Yacht Club rejected his challenge to the international race He argued his terms were fair allowing the challenger to stipulate yacht length between sixty five and eighty feet while the challenged club insisted on a ninety foot yacht he said left the challenger little chance of success
