The Public Land Commission appointed by President Roosevelt recommends repealing or revising the Timber and Stone Act the Desert Land Act and the Commutation Clause of the Homestead Act to curb fraud in agricultural land claims. It proposes confining agricultural lands within forest reserves with strict boundaries and allows homesteaders to claim all plowed land within a tract while excluding gaps.

Richard Dixon, a Black man, shot Policeman Collins in Springfiedl after a hotel dispute with Anna Corbin. A mob of about 800 men dragged him from the county jail and fatally shot him in the jail yard before displaying the body at Main Street and Fountain Avenue. Army militiamen were deployed as riots spread. many Black residents fled the city. A special grand jury was convened to prosecute the lynchers.
The Dalles editor notes Umatilla county bills for delinquent tax sale advertising at 27.60 per inch. Pendleton’s Tribune billed 247 inches totaling 616. Wasco would charge 2.50 per inch, the highest in a decade exceeding 1.60 per inch on the past ten years.
The sheriff's office remains crowded from opening to closing as residents queue to pay taxes before the March 16 rebate clause ends. The office handed over to the treasurer $13,528 today, bringing the total to $30,200.
