Philadelphia Health Official Flags Artificial Fee For Ice Plant
Director Coplin of Philadelphia’s department of public health and charities argues in a council letter that an artificial fee can be produced at less than $1.00 per ton. An ice-making plant of 20 tons daily could cost $17,600 to install, excluding boiler and stack. A 194 by 32 foot plot could house the plant with reinforced concrete building. Operating costs estimated at $27.76 daily, with wages for engineers, tank men, a helper, and coal, oil, waste, and lighting. Ammonia waste projected at 10 percent of charge and 2 percent of plant cost for maintenance. For a 160 ton per day plant, installation costs around $24,000 and building $17,500, including land. With interest, daily operation would be $42.22, about $1.44 per ton, and lower for larger plants.
