Audit Bureau of Circulations standardizes reports in 1914
A 1914 note explains that before the Audit Bureau of Circulations many publishers faked or opaque circulation data. The bureau introduced uniform, independently verified records, making ad buyers’ comparisons reliable. The East Oregonian reports are available on request under the new system.
