Kansas Supreme Court Rules Refinery Plan Unconstitutional
The Kansas Supreme Court unanimously held that the state refinery law is unconstitutional. It ruled the refinery as internal improvement forbidden to the state and called the proposed branch penitentiary for convict labor a subterfuge. Governor Hoch said he would pursue legislative action to counter the ruling and that Rockefeller would not be deterred. The same decision ousted the Kansas Natural Gas Company, chartered in Delaware with $2,000,000 capital, as a major owner of natural gas.
