A supposed endless gravel bed near Ed Cole’s farm west of Haines proved only shallow wash, unusable for ballast after extensive prep and stocker funds were sunk. Officials faced disappointment and searched for better beds like Umatilla or North Powder, finding North Powder gravel too clayey for ballast.
